Contents of a record summary: A record summary is a certificate issued by the Interior Ministry, Population and Immigration Authority, which contains personal information about the person who requested it: full name, parents’ names, date of birth, sex, family status, address, identification number, religion, and more.

The Interior Ministry defines this certificate as an “application form to obtain documentation from the Population Registry, filled out as required”.

Anyone can request this certificate from the Population Registry office or the Interior Ministry’s website. However, one person cannot obtain a record summary certificate for someone else, unless he presents a power of attorney signed by an attorney or a court order permitting him to obtain it.

Civil marriage: A couple who intend to get married in a civil wedding outside of Israel – in Cyprus, Paraguay, or El Salvador. In general these are couples who prefer not to marry via the Rabbinate, or who cannot get married in Israel because they are of different religions. The couple must present a record summary to prove their personal status. The record summary certificate serves as proof of the individual’s personal status (single, married, widow/er, etc.). The certificate must be translated into the language of the country in which the marriage is performed, or into English, according to the requirements of the institution performing the marriage.

Translation of a record summary into any required language must be a precise translation, using the official, accepted terms that fully match the wording of the original record summary certificate. Otherwise, the document will not be accepted. For example, for a civil marriage in Cyprus, the documents presented to the municipality where the couple intend to hold the marriage ceremony may be translated into English, even though the languages in Cyprus are Greek and Turkish.

The marriage certificate that the couple receives in Cyprus (or in any other country where they choose to get married) can be submitted to the Interior Ministry after it is stamped with an apostille stamp in the country of origin, for the purposes of registering the marriage in Israel, and also for obtaining Israeli legal status for a foreign spouse.
